BE HOLD!! THE NEW WAZIRIN IYAN KATSINA SALISU MAJIGIRI LEADERSHIP BY EXAMPLE

We cannot appreciate Honourable Salisu Majigiri the New Wazirin Iyan Katsina, without trying to see him through the eyes of the Local Government Area that he leads. To say that Mashi Local Government Area is difficult to govern is no doubt to make an understatement.

It is an area blessed with retired this and serving that. You talk of Police Chiefs you can have them both serving and retired. It has crop of Military and State Security Officers, also if you are talking of Ministerial or Ambassadorial posts, you can fund sons of Mashi having occupied that position. To cap it all, just recently Ambassador Zakari Ibrahim mni (TaIban Katsina) got an appointment as a Special Adviser to the Secretary General of the United Nations Organization in Geneva. A town, which can produce a son whose impact is felt worldwide, is surely difficult for one to administer. Besides, winning an election there, especially that of Chairmanship is like crossing an Afghanistan battle ground. Elections in Mashi can always be next to a battle, which makes the town one of the hottest sports in Katsina State.

But even with the election won, a winning Chairman really needs to brace up to face mounting intrigues and machinations, often lethal enough to bring down even a Federal Government. It is in view of the above narration and analysis that the leadership of Honourable Salisu Majigiri can be contextualized and appreciated best. The Honourable really deserves Kudos and thump-up for winning election more than once in this volatile Local Government Area. More to it he was returned unopposed in one of the elections. Lest we forget, the Honourable is also not a small time politician whose tentacles are limited to only his own locality. No, he is such a political figure with influence spreading across the state and country in general. Thus little wonder that rumors at one time been ripe that he was being warmed up for a very top position by his party. From that time he became a marked man by his political enemies. However, the Honourable is known to be a dogged fighter with the determination to survive. He had survived many battles battles in which if not himself being a shrewd politician would have drowned and for long be forgotten. Lo! He has survived it and still in power and now even more powerful than ever. Born on October, '3 1963 at Majigiri a village in Mashi, Hon. Salisu Majigiri attended Majigiri Primary School from 1974 to 1980. In 1980 he enrolled for his Secondary Education at Sardauna Memorial College (SMC) to 1983 then to GDSS Mashi up to 1985. He proceeded to Hassan Usman Katsina then College of Advance Studies, Zaria from 1987 to 1989. He was admitted to read a degree programme in Chemistry at Bayero University Kano, however a popular demand forced him out to answer a call from his people by accepting a post of councillorship under the then Social Democratic Party (SDP) in Mashi. However despite this, he was able to go for an Advanced Diploma in Public Administration and a Post Graduate Diploma in Public Administration at Hassan Usman Polytechnic, Katrina. His political career therefore began in 1990 1993 where he served as a councilor in Mashi Local Government under SDP. He re-contested again under UNCP and was elected councilor for the third time. On all these three occasions, he was in charge of PHC Department. In 1999, he contested again but this time for Chairmanship under PD P and won the election.

In February, 2003, His Excellency Alhaji Umaru Musa Yaradua, appointed him as Chairman ofthe Transition Monitoring Committee of Mas hi Local Government and he took over from Alhaji LawaI Mashi CP (Retired). On the creation of Bamle Local Government, Alhaji Majigi~i successfully supervised the separation of the two Local Governments and subsequently moved to Bamle ensuring its proper take off. He then contested for the Chairmanship of Bamle Local Government under PDP and returned unopposed. When newly created Local Government Areas were abolished (including Bamle) his Excellency Alhaji Umaru Musa Yaradua appointed him as a Chairman of the transition monitoring committee in November, 2004. He successfully supervised the merger of Barn Ie and Mashi in November, 2004. He successfully supervised the merger of Bamle and Mashi Local Governments and contested for the Chairmanship and got elected to date. Hon. Majigiri who is married with children has earned so many merit awards which includes, Most outstanding peoples Chairman of North West Nigeria by Harry Communication Limited. Outstanding Performance, Financial Prudence, Transparency and good working relationship by Nigeria Union of Local Government Employees, Certificate of Recognition for his support to Engineering practice and Humanity in General by the Nigeria Society of Engineers, Katrina Branch, Award of excellence by the Institute for Democracy and Good Governance, Abuja, an award by NUl Katsina State, an award by PDP, Youth Wing Abuja, an Award of Excellence by the Daily Independent for delivering dividends of democracy to the people, an award by Ministry of Rural Social Youths Women Affairs Sports and Community Development Katsina State as the best performing Local Government Chairman in maintenance of State rural feeder roads, an Award by Medical and Health Workers Union (MHWU) Katsina State Chapter and an Award by Citizens of Repute, International Biographic Centre as one of the five (5) overall best performing Local Government Chairman in recognition of his support and contribution to rural development in Nigeria Mashi Local Government Area, with a population of more than 200,000 base on the 1991 census has eleven wards. Among the wards are: Mashi, Karau, Jigawa, Doguru, Tamilo, Bamle, Sabuwar Rijiya, Gallu, Sonkaya etc. The main chaHenge in the control of these wards is their expansiveness and absolute remoteness to the centre. When reaching out to these areas is difficult, what more in mapping out developmental strategy. Indeed, the factors of vastness and remoteness from the administrative headquarters had made developing these areas very slow and bringing them closer to the government almost impossible to subsequent administrators.

The coming of Honourable Majigiri to power has really broken the record. The remote wards have now been brought closer to the government and dividends of democracy is now at their door steps. At the moment over 985 project were executed (A total of 12 projects per months) were executed during his seven years leadership period. Such projects include dispensaries to electricity, boreholes to solar water system, classroom blocks to TV viewing centers, feeder roads and other social services have criss-crossed the nooks and cranny of the Local Government Area. The philosophy of development spear headed by the Chairman is one which made accessibility to the rural communities as its linchpin. Connecting all the wards in the Local Government Area with Mashi town has today made it easier for communication.

The northern part of the Local Government Area comprising six wards is truly the bread basket of the district. And most unfortunately this area had remained cut-off from the centre for decades until the coming of Honourable Salisu Majigiri to power. A motorable road has been constructed connecting most ofthese wards. Therefore, even if the Chairman happened to stop here, this achievement alone is something to look back with real pride. But, yet there are other facets oflife in which remarkable achievements have been made. Drainages and culverts have been constructed with the view to saving people from flood. All wards in the Local Government Area have benefited from this, so many families and farmlands have been saved from unwanted ravages wrought yearly by flood. Flood as we know wrecks more havoc apart from the destruction of farmlands and houses. Flood also makes areas inaccessible. In the area of health, a number of projects have been accomplished to ensure that There is health for all. There is today no ward which does not enjoy a fully equipped Clinic or health centre in its midst. Mild ailments can be treated without having the need to travel all the way to the headquarters of Local Government Area for remedy. More than anything today also, a patient has now the luxury of being conveyed in an ambulance to the centre for medical attention without having the need to take recourse to the use of other means such as the wheel barrows as had been the case in the past. Health Centers and dispensaries in the Local Government Area are stocked with Primary drugs and necessary equipment to make medical care accessible to all. Incases of serious magnitude, which cannot be treated locally, the door of the Honourable is always open for financial assistance to the less privileged to receive proper treatment in the General Hospitals.

 Educationally, there have been a remarkable departure from the past with the new drive under the present council leadership. New Primary schools have been opened in areas they were lacking before while in existing schools more classroom blocks have been constructed. Educational materials are also being provided to schools in the Local Government Area. In the field of agriculture, the Council has over the years provided fertilizers and insecticides to peasant farmers in the Local Government Area at very subsidized rates so as to boast production in the area. There is plan underway to open ground for irrigation farming. Electrification is another area where the council under the able leadership of the Honourable has left a durable landmark. Apart from the replacement of electric poles and transformers especially in the Local Government Area Headquarters, the Local Council has been able to link major localities in most of the wards with the national grid or in the alternative generating plants to provide electricity locally. Today all settlements· have been connected to electricity, boreholes, concrete wells and solar water pumps, feeder roads were also provided to rural dwellers. Finally, Hon. Salisu Majigiri is not a run away Chairman who hides in Kaduna or Abuja to only resurface at the end of the month when grants are provided. Tell me of any Chairman who attends to over 100 local people at his residence almost daily and satisfy their demand, PLEASE TELL ME ONE, IF YOU KNOW HIM!!! Lamented Alh.
